You choose the wait
Anywhere from 30 minutes to 20 hours. Long enough that it reads as a considered nudge rather than a double-text, short enough to stay inside Instagram's window. The next morning is a common choice.

How long after the first message does it send?
You choose, between 30 minutes and 20 hours. The clock starts when your first message is delivered. The ceiling is 20 rather than 24 hours because Instagram closes the conversation 24 hours after the person last tapped or replied, and the follow-up has to land inside that.
Can I send it only to people who didn't click?
Yes, and it is a single switch. With it on, anyone who opened your link is left alone and only the people who never did receive the follow-up. With it off, everyone who got the first message gets the second.
What can the follow-up say?
Anything the first message could. It is a whole message rather than a repeat: its own text and its own links, so you can say thank you, ask for the follow, or send them somewhere new. Three of the most common are a thank you the next morning, a follow request once you have already given something, and the link again for the people who missed it.
What happens if Instagram's window has closed?
The follow-up is skipped, and the reason is recorded. The window is checked at the moment of sending rather than when you set it up, so nothing is sent late and nothing fails silently. This is also why the first message needs something to tap: a comment alone never opens a window.
Do I need anything switched on before I can use it?
Yes, one of three things: an opening DM, a follow gate, or an email gate. Each one earns the tap that opens Instagram's messaging window, and without a tap there is no window for a second message to arrive in.
